A buyer wrote to us asking for a sourcing and dropshipping agent with Germany as the main market. The questions were precise: can you handle individual orders shipped directly to end customers, including low or irregular volumes; what are typical processing and delivery times to Germany; do shipments include tracking; what is the pricing structure, including product sourcing, handling, packaging and shipping; and can you give purchase prices and an estimated total cost per order delivered to Germany. They also asked for product ideas that would work in short organic social videos.
Those are good commercial questions, and they have a commercial answer. But before any of them can be priced, there is a prior question that a lot of China-to-Germany guides skip: selling to a consumer in Germany is a German and EU sale, even when the goods never touch a German warehouse until the parcel arrives. The factory shipping the parcel does not transfer the seller’s obligations to the factory. This article sets out the obligations that shape the quote, then returns to the processing, tracking and delivered-cost questions.
This is general information for buyers, not legal or tax advice. Requirements, thresholds and registration details change; confirm your own position with qualified German or EU counsel, a tax adviser and a licensed customs broker before you list a product.
1. Two different acts: importing and selling
A cross-border parcel involves an import event and a retail sale. The import event needs a declaration, a classification, a value and someone responsible for the duty and VAT treatment. The retail sale needs a seller of record, compliant product information, consumer rights and, depending on the category, a responsible economic operator inside the EU. A sourcing agent and a freight forwarder can prepare the physical and documentary side of the import. We cannot become your seller of record or your EU responsible person by accident, and we will not imply that we can.
That distinction is why a “delivered cost per order” is not just freight plus product. It includes whatever the import treatment requires, whatever the product compliance requires, and whatever your chosen sales channel checks before allowing a listing to go live. Our Europe sourcing guide covers the country-level customs and VAT framework; this article covers the parts that specifically catch out direct-to-consumer parcels.
2. GPSR: the EU responsible person
The General Product Safety Regulation has applied since December 2024. For covered consumer products offered to EU buyers, it requires an economic operator established in the EU so that there is someone regulators and consumers can reach, and it requires manufacturer and traceability details plus applicable safety information to be available on the product or its packaging and in the online offer. Marketplaces have begun verifying some of this before allowing a listing to be active.
From a sourcing perspective, this changes what you must ask a workshop for. A factory that can produce a good sample may have no idea how to supply a compliant label file, a traceability identifier or a safety warning in the required language. Ask for the documentation pack at sample stage, not after the first batch, and check that the model named on the documents is the model in the box. A document for a similar product is not a document for your product. Regulated categories add sector-specific obligations on top of the general rule.
3. LUCID, the dual system and the authorised representative
Germany’s packaging rules require the party that first places filled packaging on the German market to be registered in the LUCID packaging register, to participate in a dual system and to report packaging volumes. During 2026 the treatment of sellers with no German establishment changed, with an authorised representative requirement introduced and a transition deadline for existing registrations. The official register authority has also published guidance on a nuance that matters here: in a genuine dropshipping arrangement, the seller is not automatically the producer of the packaging simply because they made the sale, and should verify that the party actually dispatching the goods is properly registered.
Both statements can be true at once, which is why this is not a checkbox. Who is responsible depends on your exact fulfilment flow: who owns the goods, who fills the packaging, who imports, and whether you commission custom packaging of your own. If you design your own branded box, the responsibility picture is different from a plain factory carton. Ask for written evidence of the other party’s registration and system participation rather than assuming the factory has it. Our custom packaging guide explains how a packaging decision changes the supply chain.
Other registrations may apply by category, for example for electrical equipment or batteries, and marketplaces can deactivate offers missing the relevant numbers. Treat this as a pre-launch checklist, not a fix to apply after the first sale.
4. VAT, IOSS, OSS and low-value parcels
VAT has applied to imports into the EU for several years. IOSS is designed for eligible distance sales of goods imported from outside the EU in consignments up to a value threshold, allowing VAT to be collected at checkout so the customer is not presented with a surprise charge on delivery. OSS addresses qualifying cross-border B2C sales within the EU. Which one applies to you depends on where your business is established, where the goods are when the sale happens and where your stock sits. Holding inventory in Germany generally creates a domestic sale and usually a local VAT registration requirement.
The duty-free treatment of low-value consignments has also been changed, with interim charges and handling fees introduced during 2026 and further customs reform scheduled. We are deliberately not printing amounts or dates in this article: they have been adjusted more than once, and a number that is wrong on your first shipment is worse than no number at all. Ask your carrier or broker in writing which declaration type your parcels are filed under, because the same product can be treated differently depending on the declaration.
Our landed cost explainer shows why these items belong in the same model as product and freight, not in a separate “taxes” footnote.
5. Consumer rights: withdrawal, legal notice and returns
EU consumers generally have a 14-day right to withdraw from most online purchases without giving a reason, and a term that tries to contract around it is itself a problem. A German-facing shop also needs a compliant legal notice, and price display and privacy rules apply. None of this is the factory’s responsibility. It is the seller’s, and it has an operational consequence for a China-direct model: you need a returns address and an agreed process for receiving, inspecting and accounting for a returned unit.
This is where a lot of otherwise clean single-order models become uneconomic. A return across a border can cost more than the unit. Decide before launch whether returns are received locally, consolidated and shipped back, or inspected and disposed of locally, and make sure the quote reflects that choice. We agree the returns path in writing before the first parcel ships.
6. Processing, tracking and the delivered cost per order
Now back to the buyer’s commercial questions. Processing time is the work at origin between the order reaching us and the parcel being handed to the carrier: purchase or pick, any repack or branding step, the pre-dispatch check, the label and the export paperwork. Delivery time is the lane plus the import process in Germany. We quote them separately in writing for your SKU, because a single number would hide which part is under our control and which is not.
Every parcel we send to an end customer goes on a tracked service, and the tracking number is returned to your store. Tracking is a baseline, not a paid upgrade. For irregular volumes, the cost driver is the per-order handling line rather than a warehouse minimum, so a week with three orders and a week with thirty can both be served; we will tell you when a particular lane stops making sense at your volume.
A delivered cost per order is built from the product, the sourcing and QC work, the packing and any branding, the order-level handling, the freight, and the duty and VAT treatment that applies to your structure. Add the compliance and returns items from the sections above and you have the real figure. We will build that model once we have your SKU, destination, volume and compliance position. We do not publish generic per-order prices on a public page because they would be wrong for almost every reader.
7. A pre-launch document checklist
| Area | Confirm before the first parcel | Who usually answers |
|---|---|---|
| Product safety | EU responsible economic operator, traceability data, safety information and language | Your EU adviser and the supplier’s document pack |
| Packaging | Who is the producer under the German rules, LUCID status, dual-system contract, volumes | Your German adviser and the dispatching party |
| Tax and customs | VAT setup, IOSS or OSS applicability, declaration type, classification, EORI | Tax adviser and licensed customs broker |
| Shop and consumer rights | Legal notice, withdrawal terms, price display, privacy notice, returns address | Your legal adviser |
| Supply chain | Approved sample, written specification, QC plan, artwork files, label text | Us, with the workshop |
| Fulfilment | Processing window, tracked service, tracking handover, returns and refusal handling | Us, in the written quotation |
We can supply the last two rows in full and the evidence for the supply-chain part of the others. We cannot certify the first four. We will verify the workshop and its paperwork before a deposit moves, and we will show you the documents we hold so your advisers can assess them.
8. Product selection for short-form video, from the supply side
The same buyer asked for products with a clear visual or demonstrable benefit for organic social video. From a sourcing standpoint, the filter is not whether a product looks good in fifteen seconds; it is whether the demonstration survives contact with a real unit. Prefer a product whose function is visible, whose specification can be written down, whose failure is obvious in a photograph, and whose packaging can be reproduced at volume. Be cautious with anything battery-powered, radio-equipped, size-sensitive, or dependent on an app account the factory does not control, because each of those adds a document or an after-sales obligation to a market that already has several.
Start with our supply-side reality check on trending products and the products buyers already ask us about. Then tell us which one you actually want to test, and we will check whether it can be sourced and documented for Germany before you spend money on creative.
9. Frequently asked questions
Can you ship individual orders directly to German end customers?
Yes, on a tracked service, including low and irregular volumes. Whether a given SKU can be offered in Germany depends on the compliance items above being in place first.
Do you provide a total delivered cost per order to Germany?
Yes, as a written quotation for your SKU, volume and structure. It itemises product, sourcing, QC, packing, handling, freight, duty and VAT treatment. We do not publish generic numbers.
Can you be our EU responsible person or handle our LUCID registration?
No. We are a sourcing and freight partner. Those roles belong to a qualified local operator or adviser. We can supply product and packaging documentation for them to assess.
Do shipments include tracking, and how long does delivery take?
Every end-customer parcel is tracked and the number is returned to your store. Processing and transit are quoted separately in writing for your product and lane; a generic number would not survive the customs process.
What should I send you to get a quote?
The product link or specification, Germany as destination, an expected order pattern, your branding depth, and whether you already hold the registrations above. Our dropshipping agent page lists the full checklist.
